The official Plesk page about this bug is once again very vague and recommends to track the time with

time wget WordPress.org

which is needed for the download. Additionally the file

/etc/resolv.conf

should be edited. Which ultimately also does not change much, because at the latest with a restart, the changes are simply overwritten again.

The solution to cURL error 28:

To permanently change the nameservers of a server running Plesk (on Debian) the file

/etc/resolvconf/resolv.conf.d/base

must be edited. Here it is useful to store the nameservers of Cloudflare and Google:

nameserver 1.1.1.1
nameserver 8.8.8.8
